§ 11a AufenthV: Ausstellung von Reiseausweisen für Ausländer für Schülerreisen in das Vereinigte Königreich Großbritannien und Nordirland

Travel Document for School Trips to the United Kingdom (§ 11a AufenthV)
Are you travelling with your school group to the United Kingdom of Great Britain and Northern Ireland? Then a travel document for foreigners (Reiseausweis für Ausländer) can be issued to you.
Who receives this travel document? (para. 1)
Requirement: You travel as a member of a school group. The group belongs to a German general-education or vocational school. A teacher accompanies the group. You do not have your own passport or passport substitute that is sufficient for this trip.
The rule does not apply if the school trip goes into or through your country of origin.
Which provisions do not apply? (para. 2)
In these cases §§ 5 to 11 do not apply. There is one exception: § 5 para. 4 still applies.
What does the travel document look like? (para. 3)
- The travel document contains a chip.
- It is issued for a period that covers the planned trip. The period must also meet the requirements of the United Kingdom and of the countries the trip passes through.
- Its scope of validity is limited to the United Kingdom and those countries.
- The document states that it is only valid for the trip as a member of a school group.
- If the document is lost or stolen and a replacement is issued abroad, that replacement does not have to contain a chip.
What happens after the trip? (para. 4)
After returning to Germany you must hand the travel document back to the competent foreigners authority (Ausländerbehörde) without delay. This also applies if you do not start the trip.
(1) Ein Reiseausweis für Ausländer kann ausgestellt werden an Ausländer, die als Mitglied einer Schülergruppe einer deutschen allgemeinbildenden oder berufsbildenden Schule in Begleitung einer Lehrkraft in das Vereinigte Königreich Großbritannien und Nordirland reisen, sofern sie keinen hierfür ausreichenden eigenen Pass oder Passersatz besitzen. Satz 1 gilt nicht, wenn die Schülerreise in oder durch den Herkunftsstaat des Ausländers führt.
(2) Die §§ 5 bis 11 finden mit Ausnahme des § 5 Absatz 4 in den Fällen des Absatzes 1 keine Anwendung.
(3) Ein nach Absatz 1 Satz 1 ausgestellter Reiseausweis für Ausländer enthält einen Chip. Der Reiseausweis ist für einen Gültigkeitszeitraum auszustellen, der die geplante Reise umfasst und die Anforderungen erfüllt, die das Vereinigte Königreich Großbritannien und Nordirland und die Staaten, durch die die beabsichtigte Reise führt, an die Gültigkeitsdauer stellen. Der Geltungsbereich ist auf das Vereinigte Königreich Großbritannien und Nordirland und die Staaten zu beschränken, durch die die beabsichtigte Reise führt. In dem Reiseausweis ist zu vermerken, dass er nur für die während des Gültigkeitszeitraums durchgeführte Reise als Mitglied einer Schülergruppe einer deutschen allgemeinbildenden oder berufsbildenden Schule gilt. Geht ein nach Absatz 1 Satz 1 ausgestellter Reiseausweis für Ausländer verloren oder wird er gestohlen und wird im Ausland ersatzweise erneut ausgestellt, muss dieser keinen Chip enthalten.
(4) Der Ausländer hat den nach Absatz 1 Satz 1 ausgestellten Reiseausweis für Ausländer nach Rückkehr in das Bundesgebiet oder bei Nichtantritt der Reise der zuständigen Ausländerbehörde unverzüglich zurückzugeben.
