Reissue Settlement Permit or EU Long-Term Residence Permit

When do you need to have your settlement permit or EU long-term residence permit reissued?
You already hold a settlement permit or EU long-term residence permit? In certain cases, you need to have your indefinite residence title reissued.
This is necessary if your residence title is affixed as a sticker in your old passport and you have a new passport. Or if your electronic residence title (eAT) refers to your old passport and you received a new passport. Or if the validity of your eAT card has expired.
Important: Even if the eAT card has expired, your indefinite residence title remains valid. You can also re-enter Germany with an expired eAT card.
The reissuance can only be done in person with an appointment. This is possible at a citizens'' office or at the State Office for Immigration.
Requirements
Who qualifies?
- You hold a settlement permit or EU long-term residence permit and have your main residence in Berlin
- Your residence title was affixed as a sticker in your old passport and you have a new passport, or your eAT refers to the old passport and you have a new passport, or the validity of your eAT card has expired
Additional requirements
- You can have the reissuance done at a citizens' office if your title was issued by the foreigners authority or the LEA Berlin or last reissued by a Berlin citizens' office. For a new passport, no more than 6 months must have passed between the expiry of the old passport and the issuance of the new one (12 months for EU long-term residence permit). You must not have been abroad continuously for more than 6 months (12 months outside the EU for EU long-term residence permit).
- If any of these requirements is not met, the State Office for Immigration is responsible. The reissuance is only possible in person with an appointment.
How to apply
Book an appointment at a citizens'' office or at the State Office for Immigration
Bring all necessary documents: current passport, indefinite residence title and a biometric passport photo
Receive your PIN letter on site for activating the online ID function (eID)
Wait for the production of your new electronic residence title (eAT) by the Federal Printing Office
Pick up your finished eAT and the blocking password at the authority or receive it by direct delivery to your main residence
Done! Set your personal PIN for the online ID function using the PIN letter

- Digital passport photo at self-service terminal on site (additional)6,00 EUR

Exemptions
- If receiving benefits under SGB II, SGB XII or the Asylum Seekers Benefits Act
- Resettlement refugees (Section 23 para. 4 sentence 1 of the Residence Act)
- Recognised asylum beneficiaries, recognised refugees and persons with subsidiary protection
Good to know
Do you have an EU long-term resident permit from another EU state? Then this title stays with you. A German immigration authority must not stamp it as invalid.

Your residence permit under Section 38a must be transferred to your new passport. This also applies if your foreign EU long-term residence is not documented in the new passport.
Spricht ein Ausländer vor und begehrt einen Übertrag seiner Erlaubnis nach § 38a, so ist diese durch uns auch dann zu übertragen, wenn mit dem neuen Pass weder in Form eines Aufklebers noch eines besonderen Dokuments die Fortgeltung der vom ersten EU-Mitgliedstaat erteilten Erlaubnis zum Daueraufenthalt-EU dokumentiert wird.

Are you an EU citizen with a permanent right of residence? Then you receive the certificate upon an informal application. The authority must issue it to you without undue delay.
Hat ein Unionsbürger ein Daueraufenthaltsrecht erworben, ist ihm auf formlosen Antrag unverzüglich eine Bescheinigung seines Daueraufenthaltsrechts auszustellen.

Reissue Settlement Permit or EU Long-Term Residence Permit
After the appointment, it takes approximately 3–4 weeks until the settlement permit or EU long-term residence permit is issued as an electronic residence title.
