The Ausländerbehörde (immigration office) of the City of Bamberg is part of the Ordnungsamt (public order office) and is responsible for people with foreign nationality who live in the city of Bamberg (an independent city). For the surrounding municipalities in the Bamberg district, it is not the city administration but the Landratsamt Bamberg (district administration) with its own immigration services that is responsible. So make sure your place of residence is actually within the city limits of Bamberg.
