The Grenzdurchgangslager (GDL) Friedland is a site of the Landesaufnahmebehörde Niedersachsen (LAB NI) and is not a general registration office or a regular Ausländerbehörde for the local population. The facility is a specialized initial reception and transit center: ethnic German repatriates (Spätaussiedler) and Jewish immigrants do not come here on their own initiative but following a prior admission procedure with the Bundesverwaltungsamt (BVA). For asylum seekers assigned to Lower Saxony, as well as for people in need of protection under humanitarian admission and resettlement programs, this site handles the state-level initial reception. General immigration matters — such as extending a residence permit — are not handled at GDL Friedland but at the Ausländerbehörde of the district or municipality where the person is resident.
