The Foreigners' Registration Office of the state capital Hanover (Welcome Service department) is responsible exclusively for people whose primary residence is within the city of Hanover. Anyone living in a surrounding municipality in the Hanover region should contact the separate Foreigners' Registration Office of the Hanover region. Within the city authority there are two processing streams: a general one and a dedicated customer service for skilled workers, students, self-employed people, and their family members, which provides support from entry through to settlement permits.

For most residence permits, no. You submit your application online first via the service portal or using the contact form. Only after the application has been reviewed and approved will the authority get in touch with you to arrange an appointment for document issuance (and the collection of biometric data). An appointment is therefore only scheduled after a successful review of your application.

Yes. The customer service for skilled workers, students, and self-employed people, as well as their family members, is a separate processing stream within the Welcome Service department. It supports you from your first residence permit through to your settlement permit and is the point of contact for the EU Blue Card, residence permits for employment, and study stays.

Since July 2025, Lower Saxony has had a central office for the accelerated skilled worker procedure, located at the State Reception Authority of Lower Saxony in Osnabrück. Employers can submit applications there; from January 2026, this central office will be mandatory. The Welcome Center of the Hanover region, the Hanover Chamber of Industry and Commerce, and the Hanover Chamber of Skilled Crafts advise companies on this procedure.
