The Ausländeramt Köln is organized on a decentralized basis: there are nine district immigration offices (Bezirksausländerämter), each assigned to one city district. A dedicated Labor Migration (Arbeitsmigration) department at Dillenburger Straße 56–66 handles work immigration matters (employment permits, EU Blue Card, self-employment) and can only be visited by official invitation. Since 1 January 2026, applications from the Mülheim district are temporarily no longer processed at the Mülheim location due to staff shortages; those affected will find the exact appointment location in their invitation letter. The accelerated skilled-worker procedure (beschleunigtes Fachkräfteverfahren) is not handled by the City of Cologne but by the state-wide central office Zentralstelle Fachkräfteeinwanderung NRW at the Bezirksregierung Köln.
