The Foreigners and Naturalization Authority (Ausländer- und Einbürgerungsbehörde) of Landkreis Osterholz is a single office located at the Kreishaus in Osterholz-Scharmbeck (Osterholzer Str. 23). It serves the entire Landkreis Osterholz and handles residence permits, work permits, naturalizations, asylum matters, and skilled worker immigration. In addition, since November 2023 there is a joint Welcome Center run by Landkreis Osterholz and Landkreis Verden (location in Osterholz-Scharmbeck: Bahnhofstr. 36), which supports businesses and immigrants with professional recognition and integration — it is organizationally separate from the Ausländerbehörde.
