The Ausländerbehörde of Ennepe-Ruhr-Kreis is located in Schwelm (Rheinische Straße 41) and is responsible for eight cities and municipalities: Breckerfeld, Ennepetal, Gevelsberg, Hattingen, Herdecke, Schwelm, Sprockhövel, and Wetter (Ruhr). Witten operates its own separate Ausländerbehörde and does not fall within the district authority's jurisdiction. Some municipalities, including Breckerfeld, allow applications to be submitted first at the local Bürgerbüro, which then forwards them to the district office in Schwelm.
