The Landratsamt Schwarzwald-Baar-Kreis operates a combined foreigners and naturalization authority at its Villingen-Schwenningen location (Am Hoptbühl 2). This district authority is responsible for all municipalities in the Landkreis except the two large Kreisstädte: Villingen-Schwenningen and Donaueschingen each have their own municipal foreigners authorities. If you live in either of those two cities, you need to contact the relevant city administration, not the Landratsamt.
