§ 14 Exemption from the passport obligation in rescue cases

In emergencies, certain foreign nationals do not need a passport. This applies in cases of accidents or disasters.
The following people are exempt from the passport requirement:
- Foreign nationals who are providing help or need help in accidents or disasters. They must be entering from neighbouring countries, by sea, or on rescue flights.
- The flight crew or accompanying personnel of rescue flights.
The exemption ends as soon as it is reasonable to obtain a passport or passport substitute. This means: Once the emergency situation is over and you are able to apply for a passport, you must do so.
Von der Passpflicht sind befreit
- 1.Ausländer, die aus den Nachbarstaaten, auf dem Seeweg oder im Wege von Rettungsflügen aus anderen Staaten einreisen und bei Unglücks- oder Katastrophenfällen Hilfe leisten oder in Anspruch nehmen wollen, und
- 2.Ausländer, die zum Flug- oder Begleitpersonal von Rettungsflügen gehören. Die Befreiung endet, sobald für den Ausländer die Beschaffung oder Beantragung eines Passes oder Passersatzes auch in Anbetracht der besonderen Umstände des Falles und des Vorranges der Leistung oder Inanspruchnahme von Hilfe zumutbar wird.
