You will receive an application certificate if your residence card as a family member of an EU citizen cannot be issued immediately.

What is an application certificate for family members of EU citizens?
You are a family member of an EU or EEA citizen and do not hold EU or EEA nationality yourself? Then you are entitled to a residence card valid for five years. This documents your right of entry and residence. The authority must issue the residence card to you ex officio within six months.
If the residence card cannot be issued at your appointment, for example because documents are still missing, you will receive without undue delay an informal application certificate. This certificate is valid for six months from the date of issuance.
Important: This service does not apply to family members of German nationals. If you are a family member of a German national, please find out about the residence permit for spouses, parents and children of German nationals.

How to apply

Book an appointment at the responsible authority and bring all available documents
If not all documents can be reviewed yet, you will immediately receive an informal application certificate
Done! The certificate is valid for six months. During this time, your residence card will be issued
Good to know
The authority MUST issue the residence card to you on its own initiative. You do not have to apply for it separately. The authority has six months to do so.

Your residence card is valid for five years upon initial issue. In Berlin, you receive it for at least one year. Only if you state that you will stay for a shorter period will it be issued for less.
Die Aufenthaltskarte wird grundsätzlich bei der Erstausstellung auf einen Gültigkeitszeitraum von 5 Jahren ausgestellt. Etwas anderes gilt nur dann, wenn die Betroffenen ausdrücklich vortragen, sie werden sich sicher nur für einen kürzeren Zeitraum im Bundesgebiet aufhalten. Die Aufenthaltskarte wird in Berlin jedoch wenigstens für eine Gültigkeitsdauer von einem Jahr ausgestellt.

As a family member with free movement rights, you do not receive a Fiktionsbescheinigung (provisional residence document). You receive the application certificate instead. A Fiktionsbescheinigung is only possible once your eAT has been ordered.
Für das Schweigefristverfahren wie auch sonst wird an freizügigkeitsberechtigte Unionsbürger und ihre Familienangehörigen keine Fiktionsbescheinigung ausgestellt.
