Good to know
You must always have a valid identity document. This applies for entry, stay and also departure from Germany. A national passport or a recognised passport substitute is sufficient.
VAB C.8, S. 778-779
You do not necessarily need a national passport. A passport substitute recognised in Germany is also sufficient. This applies, for example, to an identity card of an EU member state.
Dies folgt aus § 8 i.V.m. Art 37 der UnionsRL.
