How do you get a residence permit for temporary protection as a refugee from Ukraine?
Did you have to flee Ukraine because of the war? Then you will be granted a humanitarian residence permit for temporary protection.
In Berlin, you can only receive this residence permit if you already have an allocation decision (Zuweisungsentscheidung) assigning you to Berlin. You receive this from the State Office for Refugee Affairs (Landesamt für Flüchtlingsangelegenheiten, LAF) or another reception facility in Germany. You will have been issued an Anlaufbescheinigung (initial registration certificate) confirming this.
You submit your application online. You will then receive a confirmation document certifying your authorised stay and your right to take up employment. After that, you will receive an appointment for an in-person visit by email.
If you do not have a valid passport, passport substitute, or Ukrainian national identity card, please contact the Ukrainian embassy. If your documents have expired, you can have them renewed there. If you have no documents at all, you can have a photo-bearing certificate of identity clarification issued to you.
Requirements
Who qualifies?
- You had your habitual residence in Ukraine before 24 February 2022 and belong to one of the following groups: Ukrainian nationals, stateless persons, or third-country nationals with international or equivalent national protection in Ukraine, persons with an indefinite Ukrainian residence title, or family members of these persons.
Additional requirements
- You need an allocation decision for distribution to Berlin from the State Office for Refugee Affairs (Landesamt für Flüchtlingsangelegenheiten, LAF) or another reception facility in the federal territory.
- You must submit the online application for temporary protection and attend the appointment in person. In-person appointments are not possible without a prior appointment.
- You must not hold a residence title for temporary protection in another EU member state.

Save the application confirmation as a PDF — it certifies your authorised stay and your right to work.
Wait for your in-person appointment, which will be sent to you by email.
Fill in the form "Application for the Issuance of a Residence Title" and bring it together with all required documents to your appointment.
Done! You will receive your residence permit for temporary protection.

Exemptions
- The residence permit is granted free of charge.
Good to know
After the granting of your residence permit, a residence regulation continues to apply. You cannot freely choose your place of residence. The authority grants your residence permit with a residence obligation for Berlin.

You do not need a visa for entry. You also do not need to prove that you can secure your livelihood. These general requirements do not apply to you.
Die allgemeinen Erteilungsvoraussetzungen des § 5 Abs. 1 und 2 finden auf diesen Personenkreis gemäß § 5 Abs. 3 S. 1 keine Anwendung. Es ist daher u.a. unerheblich, ob die Einreise mit dem notwendigen Visum stattfand oder eine Sicherung des Lebensunterhalts vorliegt.

The EU Council has extended temporary protection until March 4, 2027. You have a statutory right to the granting of the residence permit. The authority must grant it to you.
