Which changes must you report to the LAF?
You receive benefits under the Asylum Seekers Benefits Act and your living circumstances have changed? Then you must report the changes to the State Office for Refugee Affairs (LAF).
You must report the following changes: changes in income (employment income, unemployment benefit I, child benefit, maintenance and others), in assets, in residence law matters (for example the issuance of a residence permit) and in personal or family circumstances (for example birth of a child, moving, marriage or divorce).
Some changes are carried out ex officio by the authority. You do not need to do anything. This applies to discharge from the reception facility, the transition to benefits under Section 2 AsylbLG analogous to SGB XII, the transfer to the social welfare office and the reduction of entitlements under Section 1a AsylbLG.
Requirements
Who qualifies?
- You receive benefits under the Asylum Seekers Benefits Act (AsylbLG), you are actually present in Germany and you hold a specific residence title: residence permit under Section 23 para. 1, Section 24, Section 25 para. 4 sentence 1 or Section 25 para. 5 of the Residence Act (provided the toleration status (Duldung) has not been suspended for 18 months), toleration status (Duldung) under Section 60a para. 1 or para. 2 of the Residence Act, or your stay is legally deemed tolerated under Section 71a para. 3 of the Asylum Procedure Act.

How to apply
Determine which changes have occurred in your living circumstances
Prepare the necessary documents: social assistance application with annexes, identity and residence documents, registration certificate, health insurance card and proof of income
Report the changes to the State Office for Refugee Affairs (LAF)

Good to know
Do you receive care allowance? Then it does not count as income when calculating your benefits. Care allowance only covers additional care-related costs.
Bei der Berechnung des Lebensunterhalts des Pflegebedürftigen gem. § 2 Abs. 3 bleibt das Pflegegeld unberücksichtigt, weil der durch den Pflegebedürftigen zu leistende finanzielle Mehraufwand ohnehin nicht durch das Pflegegeld gesichert ist und auch nicht durch die Regelleistungen des SGB II, XII oder des AsylbLG abgegolten werden kann.

Have you been receiving benefits under the AsylbLG for 36 months? Then you have a right to increased assistance under SGB XII. Requirement: You have not abusively influenced the duration of your stay.
Gemäß § 2 AsylbLG ist Ausländern, die über eine Dauer von 36 Monaten, Leistungen nach § 3 AsylbLG erhalten haben, erhöhte Hilfe nach dem SGB XII zu gewähren, wenn diese die Dauer des Aufenthaltes nicht rechtsmissbräuchlich selbst beeinflusst haben.

Are you only tolerated and did you enter Germany to receive social benefits? Then you can only receive reduced benefits. The authority checks this when processing your application.
Gemäß § 1a Abs. 2 AsylbLG erhält ein Ausländer verringerte Sozialleistungen, wenn er sich in das Inland begeben hat, um Leistungen nach dem AsylbLG zu beziehen (sog. 'Um/zu'-Regelung).
