§ 20 Exemption for holders of identity cards of the European Union, intergovernmental organisations and Vatican City

You do not need a residence title (visa or residence permit) if you hold one of these documents:
- An ID card as a member or employee of a European Communities institution (EU institutions).
- An ID card as a delegate to the Parliamentary Assembly of the Council of Europe.
- A Vatican passport – but only if you stay in Germany for no more than 90 days.
- A laissez-passer from an international organization. This only applies if you are travelling on behalf of that organization. Germany must also have an agreement with the organization.

- 1.von Ausweisen für Mitglieder und Bedienstete der Organe der Europäischen Gemeinschaften,
- 2.von Ausweisen für Abgeordnete der Parlamentarischen Versammlung des Europarates,
- 3.von vatikanischen Pässen, wenn sie sich nicht länger als 90 Tage im Bundesgebiet aufhalten,
- 4.von Passierscheinen zwischenstaatlicher Organisationen, die diese den in ihrem Auftrag reisenden Personen ausstellen, soweit die Bundesrepublik Deutschland auf Grund einer Vereinbarung mit der ausstellenden Organisation verpflichtet ist, dem Inhaber die Einreise und den Aufenthalt zu gestatten.
