Non-economically active Union citizens and their family members have a right of residence in Germany. They must meet two conditions:
- They must have sufficient health insurance coverage.
- They must have sufficient means of subsistence (enough money to live on).
If the Union citizen lives in Germany as a student, this right applies only to the spouse, the registered partner, and the children who receive maintenance.
